Quiet hours and first-response holds
Quiet hours flag or hold first-response drafts. Enforce keeps them draft. Nothing auto-sends.
Quiet hours apply to first-response drafts. The default window is 21:00–08:00 local (QUIET_HOURS_START / QUIET_HOURS_END). Start equal to end turns the window off.
With QUIET_HOURS_ENFORCE off (the default), a night draft still queues for HITL. Critique notes carry a soft quiet-hours flag. If the draft passes critique it can sit as pending_approval — it still never auto-sends.
With QUIET_HOURS_ENFORCE=true, a passing draft is held as status draft instead of pending_approval until business hours. Approvals shows the live window and whether enforce is blocking.
On Approvals, ?quiet=1 lists first-response items whose critique notes mention quiet hours (soft flag or ENFORCED). Review them after open. sent still requires a person.
Webhook ingest can also queue a first-response draft. The same quiet-hours gate applies. autoSend stays false.
Do not send after-hours because the score looks good. Hold until the rooftop is open, then approve from /approvals.
